Yes, luck is present in the shot. But to say that this is all luck and there is nothing special about technique is flawed. The technique here is evident in setting up a rather difficult composition and deciding at a split moment the correct settings, shallow f-stop for example would have killed the photo. The sign mentioned doesn't add much for me to the image, I hardly noticed it. But all the other elements seem to fall effortlessly into place and that's because of the great eye, technique and sense of humor of the photographer. Bravo!
